Hi everyone,

Welcome to the Koolat Safety National Newsletter and thank you for subscribing. This newsletter will attempt to keep you abreast of the continual changes in all areas of training & assessing, in all states and territories, but particularly Licences to perform High Risk Work and Earthmoving and related safety issues. Please feel free to contribute and to distribute this newsletter to anyone who would benefit.

MOVES TO THE VET SECTOR
FORMAL TRAINING REQUIRED
 
 
From 1 September 2009, registered training organisations (RTOs) will manage all of the training and assessment for high-risk work licences in NSW.  The new licence will be called a National licence to perform high risk work  (HRW licence), and will be recognised in all states and territories.  National certificates of competency (NCOCs) are also recognised nationally, but will be replaced with the new high-risk work card at their five-year renewal date.
 
A licence applicant must engage with an RTO before proceeding to a high-risk work licence assessment with a WorkCover accredited assessor. The RTO will determine when the applicant is ready for assessment.

In order to obtain a high-risk work licence, applicants must:

  • successfully complete a recognised course of training with an RTO
  • be at least 18 years of age (unless exempted by WorkCover NSW)
  • truthfully complete the appropriate WorkCover licence application form
  • be assessed by an accredited certificate assessor
  • provide documentary evidence of competence
  • pay the set fee
 
 
WORKPLACE HEALTH & SAFETY QLD CLARIFIES THAT FORMAL TRAINING MUST BE DONE BEFORE ANY LOGBOOK HOURS
 
 
This relates to any Licence to perform High Risk Work or Earthmoving.
 
Workplace Health and Safety Queensland (WHSQ) have clarified the intent of Formal Training which must take place prior to any time being accumulated in a log book.
 
Prior to accumulating time in a log book the trainee must undertake formal training.
 
In summary:
  1. A training plan must be established for the trainee. This should be done in conjunction with an RTO.
  2. Formal training, covering all the elements of the unit of competency, including both theory and practical must be provided by an approved person.
  3. The trainee undertakes the theory assessment.
  4. After the formal training the trainee's informal learning is logged in the log book.
  5. The trainee undertakes the practical assessment.
  6. If competent, the trainee makes application for a licence or certificate.
WHSQ seeks to clarify that the formal training which must be provided prior to the trainee going onto the log book must include all of the elements from the unit of competency.  This must include both the theoretical and the practical components.

An assessment does not need to take place at the completion of the formal training, however, if the RTO and trainee wish to undertake the theory assessment at the completion of the formal training, that is considered appropriate. On completion of the log book,  the practical assessment can then be undertaken. 
 
It should be noted that the log book must be completed prior to the practical assessment, also remembering the theory assessment must be completed before the practical assessment.

Koolat Safety has adopted a similiar delivery format for General Construction Induction as a number of other RTOs and now utilises a self paced learning strategy. Where Koolat Safety has improved upon this delivery is that we have a fully assisted concept. This means that at any time during delivery you will have access to construction trainers with over 20 years experience and OHS qualifications. Courses are held 7 days a week at our Helensvale Quality Training Centre. The amount of training you require will be determined by your own experience and knowledge. Now is a great time to replace your old induction card with a more current national qualification before it becomes a mandated requirement. You will need to book for the weekend courses, but during the week you can drop in to 1 Habana Street, Helensvale from 7am until 7pm. Ring 07 5665 6777 to book for the weekend course.
 
Full face to face delivery courses are also available. Just ring our office to find when we are running the next full delivery course.
 

 

 
NEW QUEENSLAND DEMOLITION LICENSING REQUIREMENTS
 
 
Please note: WHSQ no longer issues a Demolisher Certificate of Competency to individuals.
 
The certificates are now issued to the business undertaking the demolition work. The business holding either of these certificates must ensure demolition work is directly supervised by a competent person.
 

 

 
 
NEW TASMANIAN WHITE CARD
 
 
Koolat Safety can advise that a system is now in place in Tasmania for the issuing of the induction white card upon successful completion of the training unit CPCCOHS1001A - Work Safely in the Construction Industry.

Oil and Gas:   Koolat Safety is seeking trainers/assessors with experience within the Oil and Gas sector, who hold crane operator and/or banksman/rigger qualifications. These positions will require the applicant to be an approved trainer/assessor with a state regulatory body in Australia, have an ABN and Professional Indemnity and Public Liability Insurances in place. We have offshore and international training positions available in South East Asia. The ability to communicate in Bahasa Malay would be an advantage. Applicants will need a minimum of a TAA40104 Certificate IV in Training and Assessment and a licence to perform high risk work in the competency they wish to train and assess in. Certificate III Technical Qualifications along with 5 years practical experience is also required.
 
 
Trainers and Assessors
Australia Wide:
 
Construction:  Trainers and assessors with licences to perform High Risk Work (LHRW) are required by Koolat Safety. We require persons to train and assess in the occupations of dogging, rigging, scaffolding, all cranes, forklifts, earthmoving, hoists, elevating work platforms, and general safety inductions. The ability to be able to conduct other courses such as Work Safely at Heights, Confined Spaces, or any competencies from a National Training Package would be viewed favourably.
Applicants will need a minimum of a TAA40104 Certificate IV in Training and Assessment and a licence to perform high risk work in the competency they wish to train and assess in.

Auditors
Australia Wide:
 
Construction: Fully Qualified OHS Lead Auditors registered with RABQSA International or International Register of Certified Auditors (IRCA) OHS Certification are required to conduct audits to AS/NZS4801:2001 standards.  New Swing Stage Courses Soon
Book Now
 
New Queensland Swing Stage Courses will be available very soon. A one day course for end users and a 2 day course for installers will soon be available. Installers will need to have an Advanced Scaffold licence prior to commencing the 2 day installers course.
 
Scaffolders are advised to contact Koolat Safety and ask about the Advanced Scaffolding Course and the Certificate III in Scaffolding and also a Certificate III in Swing Stage prior to the release of the new courses.
Both Certificate IIIs may be FREE if you meet certain conditions.
